Lighter News, Birthdays are Back!

It’s a fun little piece of history — especially if today is your birthday. Find it again without an outgoing click a couple sections down.

The Weather

Currently we have clear skies. The temperature is 36 degrees. The wind is 14 mph out of the West. With wind and humidity factored, it feels like 25 degrees. Today we are expecting cloudy and clear sky conditions. The temperature will reach a high of 41°F with winds 10 mph out of the West.

On This Day

On this day, the supreme court gave itself a role in checking and balancing, we impeached a President, and a hockey team finished the job in golden fashion. In Minot, we had a date planned to get to know the Air Force, there were a lot less lobbyists in Bismarck, and it was all taking place on land where the elk used to bugle and roam.

On this day in 1803, the Supreme Court of the United States issued its landmark decision in Marbury v. Madison, establishing the principle of judicial review and significantly strengthening the judiciary’s role in American government.

On this day in 1868, the U.S. House of Representatives voted to impeach President Andrew Johnson, making him the first American president to be impeached, primarily due to his violation of the Tenure of Office Act and his lenient policies toward the Southern states after the Civil War.

On this day in 1980, the United States Olympic hockey team defeated Finland to win the gold medal at the Winter Olympics in Lake Placid, completing their “Miracle on Ice” journey that began with their stunning victory over the Soviet Union.

Mental health is a pressing issue for many in agriculture, where stress can weigh heavily on daily life. North Dakota State University Extension is hosting two 90-minute webinars on March 25 and May 13 to provide support and teach skills for recognizing signs of mental health crises. With suicide rates notably higher in this sector, these sessions aim to equip participants with practical tools for navigating these challenges. Registration is open and free, but spots are limited.

Property tax relief is on the table in North Dakota, but local leaders are raising concerns about how a proposed 3% cap on annual levy increases could impact fast-growing communities. While supporters see it as a step toward easing the tax burden, officials in Cass County and Fargo warn that it may not keep pace with rising costs, potentially leading to service cuts. With the bill still evolving, the challenge is finding a balance—offering relief to homeowners while ensuring communities can fund essential services.

Melissa Van Der Stad with Inforum has the story out of Fargo that is interchangeable with North Dakota’s larger cities — simply replace “Fargo” with Minot or Bismarck and the concerns and arguments will be largely the same. And it all comes down to this single idea: the legislature can absolutely place cap on local budgets. But how is it going to place a cap on local expenses?

HB 1176

A BILL for an Act to create and enact two new sections to chapter 54-27, a new section to chapter 57-02, and a new section to chapter 57-15 of the North Dakota Century Code, relating to a legacy earnings fund, a legacy property tax relief fund, a primary residence certification, and a limitation on property tax levies without voter approval; to amend and reenact subsection 1 of section 21-10-06, section 57-02-01, subdivision c of subsection 1 of section 57-02-08.1, subdivision b of subsection 2 of section 57-02-08.1, and sections 57-02-08.9, 57-02-08.10, 57-02-27, 57-02-27.1, 57-02-53, 57-09-04, 57-11-03, 57-12-06, and 57-20-07.1 of the North Dakota Century Code, relating to funds invested by the state investment board, property tax definitions, the homestead tax credit and renters refund, the primary residence credit, property classifications, notices to property owners, and the property tax statement; to repeal sections 21-10-12, 21-10-13, and 57-15-02.2 of the North Dakota Century Code, relating to legacy fund definitions, the legacy earnings fund, and estimated property tax and budget hearing notices; to provide an appropriation; to provide a transfer; to provide an effective date; to provide an expiration date; and to declare an emergency.

SaskPower is moving ahead with plans for a small modular reactor near Estevan, Saskatchewan, as part of its commitment to expand nuclear energy. While North Dakota legislators consider a study on similar developments, SaskPower has pinpointed the Boundary Dam and Rafferty Reservoir as promising sites. The utility aims to decide on final locations by early this year, with the first reactor expected to be operational by the mid-2030s. Community engagement and environmental considerations are key components of this growing nuclear venture.

Jill Schramm with the Minot Daily News has the full story that’s been warming up since last spring when the exploratory intentions of Sask Power were first announced. As this project moves forward, we’ll see just how comfortable we are with nuclear when reactor is just upstream — literally.

The North Dakota Department of Commerce, in partnership with Deloitte, a leading global provider of consulting and advisory services, is conducting a statewide employer survey to assess and improve the state’s workforce ecosystem.

“This survey provides a valuable opportunity for North Dakota employers to directly shape the future of our workforce development strategies,” said Commerce Workforce Development Director Katie Ralston Howe. “Their input is crucial as we strive to address workforce challenges, support businesses, and strengthen economic growth across the state.”

The brief survey gathers insights from employers on their successes, challenges, and workforce needs, including hiring, training, and retention strategies. This information will be used to inform and improve workforce development initiatives, streamline efforts between employers and public/private resources, and better support North Dakota’s growing economy

North Dakota-based employers from all industries are encouraged to participate in this important survey. Owners, managers and HR representatives are best suited to provide valuable insights. The survey takes less than 10 minutes to complete, and only one anonymous submission per employer is needed.

Employers can participate in the survey here: https://deloittesurvey.deloitte.com/Community/se/3FC11B2648F08E27

The honeybee crisis has taken a devastating turn. Beekeepers across the country are reporting staggering losses—millions of colonies gone in just months. While bee die-offs aren’t new, this year’s numbers are unprecedented, with some losing nearly all their hives. The fallout is already hitting California’s almond orchards, which rely on these pollinators. Researchers are scrambling to understand the cause, but with food security at stake, one thing is clear: the health of honeybees is more fragile than ever.

Today marks the third anniversary of Russia’s invasion of Ukraine. And make no mistake, it was Russia’s invasion that triggered the wider war — when Ukraine defended itself rather than lay down and accept Russian occupation. To catch up on both the war and what’s been happening diplomatically, this video from the Kyiv Independent will bring you up to speed.

THERE ARE NOW 141 LOBBYISTS in the halls of the North Dakota state capitol at Bismarck where the legislature is in session. In 1953, there were 136 registered lobbyists, and the session preceding, 1951, found a total of 112. Capitol observers point out that the number of lobbyists now exceed the number of legislative members. There are 49 members in the state senate and 113 representatives.

Why we published it: Today, there are 464 registered lobbyists representing 1,006 organizations.

On his trip up the Red River in 1800, Alexander Henry found the elk abundant, and wrote in his journal of September 5: 'Large herds were seen at every turn of the river and the bulls were bugling all through the woods. The rutting season was at its height.

Why we published it: Elk are in the news again, mostly out of Wyoming, and mostly for unfortunate reasons -- Chronic Wasting Disease has been found among the herds in the feeding areas evidence suggests it is spreading.

The Supreme Law of the Land

“Thus, the particular phraseology of the constitution of the United States confirms and strengthens the principle, supposed to be essential to all written constitutions, that a law repugnant to the constitution is void; and that courts, as well as other departments, are bound by that instrument.”

— Chief Justice John Marshall, Marbury vs. Madison, 1803
