The Mayor said if those places affected would take the money saved by not being charged for the total cost of the improvement, and apply that money to building parking facilities, they would have the most valuable business property of any location outside of the downtown district.

And so it began. The era where we took valuable real estate and used it to park cars. As it turns out, cars don't spend a lot of money, though they do cost plenty.
