In issuing the proclamation, Governor Davis emphasized that it is our right and duty to strive toward the fullest application of our paramount rights — freedom of speech, press, assembly, association and religious worship; the right of due process under law; and equal treatment under law. “It is our traditional American dedication to the freedom of all citizens, a concept enshrined in our Bill of Rights, which chiefly distinguishes us from the tyranny of totalitarian government,” the Governor said.
