Mr. Hallett said the city manager plan was first tried out in 1910. Today there are 430 cities in the United States that have adopted this form of government. The trouble with the old form of city government is that aldermen or commissioners are usually chosen on account of their popularity and not because of any special qualifications. Private business, if run in the same manner, would soon be on the rocks, he said.
