A large number of hoboes are camping in the woods west of the city. They are taking life easy these warm days, manage to scrape up enough grub together, have a wash line up, and wash their duds occasionally and take a bath—occasionally.

Why We Chose It

Within the past week, Ward County Commission passed a law intended for what are — likely — today’s version of this same encampment. And while there may be similarities in some respects, one thing that is drastically different is the language. The happy-go-lucky picture painted by “hobo” is very different than the conjuring of societal failure that “homeless” evokes. How we think about these challenges impacts the solutions we draft if we perceive them as a problem.
