It is easy to say that an improvement in the ethical and political character of the newspaper press will lead to a higher type of citizenship. It ought to be equally true to understand the fact that a higher type of citizenship would compel the owners of newspapers to make suitable regulation to maintain higher moral and ethical standards of their own.
