“A few days ago Arthur LeSueur of St. Paul, claiming to be a legal counsel for the I. W. W. and former mayor of Minot, N. D., came to Governor Peter Norbeck with a request for a proclamation similar to the one which, he said, he had secured from the governor of North Dakota, in which the latter called upon all people of the state to abide by the laws and forbidding any officers of the state to search any individuals for arms unless they had first secured a search warrant for that purpose.”
