Why We Chose It
The 1914 Constitutional measure to approve women’s right to vote failed due to an unfortunate bit of legal interpretation that meant ballots that left the question empty were counted as “no” votes. “It was generally conceded that if the unmarked ballots had not been counted against the measure it would have been carried.” — Journalist Ida Husted Harper, History of Woman Suffrage: 1900-1920
