The City of Minot is moving to recoup $350,000 in taxes tied to a southwest development that never lived up to its end of a Tax Increment Financing agreement. After progress at The Tracks stalled—and developers signaled they won’t build the promised public plaza, rink, or other amenities—the council voted unanimously to claw back the tax break. The step doesn’t recover spent funds, but simply restores the taxes that would have been owed, underscoring how the city handles incentives when promised improvements fail to materialize.

Louis Ellingson, about 60, of Plaza was killed early Sunday when he mistakenly entered the rear door of the A. B. Arness home here and tumbled down the basement stairs.

Why we published it: It's amazing how often like-tragedies seem almost grouped together; these stories are both a reminder of how quickly things can change to watch our step. It's a particularly timely warning given the season that's just out the front door.

The Ward County Independent offers its readers a new column entitled The Road We Travel. To carry on such an effort, the services of an analyst have been secured. Letters from our readers will be welcomed, but need not be signed. Specific details of a particular problem should be thoroughly expressed so that satisfactory alternatives to the problem may be given. The paper will publish such letters as space permits, while others will be answered by mail. The writer of the column will endeavor to give meaning to the things that people have to do. The column begins this week.

Why we published it: The Independent was constantly trying out new columns and features to keep their content fresh. We'll be able to watch just how long it made it in this pass through the 1950s and 1960s. Hopefully it gets a little clearer, the first time out it looks a little existentially vague.

Principal topics to be discussed will be prospect for a petro-chemical industry, finding and dealing with industrial prospects, industrial outlook, availability of labor and skills in N.D., how to attract industry, industrial payrolls, what industry looks for in a location, what industrial jobs mean to a community, favorable factors for development and location of industry in this region.

Why we published it: The need to diversify our economy and attract -- and in this case train -- talent was identified early. How to best do those things remains an evolving work in progress.
