Billions of Legacy Fund dollars are shielded from public disclosure, considered confidential

North Dakota’s Legacy Fund now holds more than $13 billion, yet big portions of it remain out of public view — and that secrecy is turning into a political fight. Lawmakers, lawyers, and everyday taxpayers are pressing for details about where billions in commingled investments actually go, especially overseas. State officials insist confidentiality rules tie their hands. A pending attorney general’s opinion and a new transparency website may soon force clarity, but for now, much of the public’s money remains behind a curtain.
