But with a $20,000 price tag and fresh controversy over rising property taxes, some council members are questioning whether the city actually listens. Meanwhile, tensions flared over flood buyouts, with millions on the line and legal threats looming. Democracy, it seems, is anything but quiet in Minot this week.
