Thanks to a provision allowing cities to use the highest of the past three years as a baseline, Minot’s preliminary levy jumped by $5.5 million. While city staff say the move is legal, at least one council member argues it defies the law’s intent—and he’s pushing to rein it back in before final adoption this fall.
