City hosts reception to meet Minot Police Chief finalists

The City of Minot will host a public meet and greet for the three Minot Police Chief finalists on Wednesday, May 28, 2025, from 6:30–8 p.m. in Minot City Council Chambers. Questions may be submitted in advance to info@minotnd.gov.

Michael Frye retired as a Lieutenant with the City of Minneapolis Police Department in 2024. He served as a Resources Unit Leader for civil unrest and SWAT tactical team. Frye is currently serving at Bismarck State College. He earned a master’s degree in leadership in Homeland Security and Emergency Management at Grand Canyon University, after completing a bachelor’s degree in criminal justice at Concordia University-St. Paul. Frye helped to establish the Office of Animal Protection for the State of Minnesota.

Edward A. Orgon, Jr. is the current Chief of Police for the Village of Lake Hallie, Wisconsin. He retired after 23 years with the U.S. Drug Enforcement Administration as a Special Agent in New York City, Des Moines, Iowa, Norfolk, Virginia, Richmond, Virginia, and Detroit, Michigan, and retired as the Resident Agent in Charge of the Buffalo, New York office. Orgon is a graduate of the FBI National Command College Course and FBI Law Enforcement Executive Development Regional Command College. Enforcement issues important to Orgon include substance abuse, mental health, and homelessness.

Dale Plessas is currently serving as the Interim Chief of Police for the City of Minot, a position he has held since September 2024, as part of a 23-year career with the department. Plessas served in the Crime Prevention Unit and Bomb Squad. He attended the FBI National Academy and received a graduate certificate from the University of Virginia, and a certificate in leadership and administration from the International Association of Chiefs of Police. Plessas completed a bachelor’s degree at Minot State University. He emphasizes department collaboration.
