Since 2015, Beck has served as Human Resources Manager for Farstad Oil in Minot, overseeing about 800 employees across several northwest states. In that position, she has developed experience in employee relationship management and data analytics.
Beck completed a Business Administration degree with a minor in Human Resources from Western International University in 2008, after completing much of the coursework at North Dakota State University.
“Our Human Resources team has an integral role in recruitment and retention of employees who strive to promote our City of Minot values in professionalism, responsibility, integrity, dedication, and excellence,” City Manager Harold Stewart said. “We’re confident Kelly will be a great fit in our leadership team to support and promote a safe and positive workplace.”
Beck will begin her duties in Minot on June 3, 2025. As Human Resources Director, she will work with the city leadership team, City Manager Harold Stewart, and the Minot City Council to oversee all aspects of the City’s workforce, from recruiting and hiring to managing benefits, training, and employee relations.
Minot City Council approved Beck’s appointment in a regular meeting on May 19, 2025. The City conducted a nationwide search to fill the Human Resources Director position. Final interviews with finalists were conducted in April.
