North Dakota governor greenlights blackout license plates
North Dakota drivers will soon have a new way to stand out on the road — and help fund highways while they’re at it. Gov. Kelly Armstrong has signed off on blackout license plates, featuring a sleek black background with white lettering. The new option, available starting August 1, comes with a $25 fee and is projected to generate more than $6 million in revenue over four years.
