Duluth has about the same problem that confronts Minot. It is a busy city and has very narrow streets and little parking space for the number of cars in the vicinity. After studying the problem the merchants have evidently decided that there should be a maximum turnover at the meters.

Why We Chose It
It was very early on in the existence of cars that we figured out how to manage parking spaces — put a price on them. It was also very early on that we in North Dakota took a free-market principle, added government-monopolized socialism (by outlawing parking meters) and made it worse.
