In rural Cass and Ramsey counties, stolen birthday cards and missing checks have left neighbors out thousands of dollars — and shaken their trust in the U.S. Postal Service. The thefts, spanning April to July, often targeted mail containing cash or gift cards, but some victims also faced altered checks and fraudulent charges. Federal inspectors say a suspect is identified and no longer a threat, though the investigation continues.
