More than $2,000,000 for highway construction will be available from federal funds for North Dakota in Jan. 1, 1938, with no prospects at present for securing it, for the state highway department of North Dakota is “broke” and there is no possibility for matching these funds.
The North Dakota state highway department is living “from hand to mouth” with not enough money to pay for maintaining the highways already built. At the same time it is urgent that our principal highways, No. 2 and No. 10, across the state be hard surfaced very soon in order that traffic be not diverted to other states.

Why We Chose It
The car had only relatively recently become common, and already we were running into the larger problem — how do we afford the roads to drive them on. And so began the game of hiding the cost of our infrastructure with a blend of state and federal subsidies and cost sharing.
