‘Our residents are getting taxed twice’: Horace residents voice objections at special assessment hearings
Near Fargo, the fight over special assessments has boiled over, with some homeowners facing bills as high as $100,000 for roads, sidewalks, and ponds. At back-to-back hearings this week, residents voiced frustration over rezoning decisions and ballooning costs, while developers defended the projects. The volunteer Special Assessment Commission can only recommend how costs are distributed, not shrink the total amount owed—a limitation fueling tension. Their recommendations will go next to the Horace City Council, where residents will have another chance to contest the charges.
