A dispute over who sets the rules for campaign finance is unfolding at the Capitol. North Dakota Attorney General Drew Wrigley has declared a recent Ethics Commission advisory opinion invalid, saying the commission overstepped its authority when it weighed in on the use of campaign funds for expenses like child care and security. The opinion sharpens long-simmering tensions between the executive branch and the voter-created Ethics Commission, raising new questions about where legal authority lies—and how candidates are supposed to find clear guidance. A dispute over boundaries, taxes, and fire protection is heading to court in Cass County. Southern Valley Fire and Rescue has filed suit against Fargo and Cass County, alleging the city illegally annexed land on its south side and redirected millions in tax revenue away from the rural fire district. The case centers on who has authority to serve rapidly developing areas near 52nd Avenue South—and who should collect the taxes that come with that growth. On this day in 1773, our patience with the British was starting to boil over. In 1811, our understanding of earthquake country was rattled far and wide, and in 1944, the German army made one last play to break through the allied lines. In 1965 Minot, the run of The Ward County Independent came to an end so the history column took a day off. It will be back tomorrow in 1964, and then start the cycle all over again.
