ND Oil Could Face Higher Taxes on the West Coast

Oil that arrives Washington and Oregon refineries via ocean tanker is taxed differently than oil that arrives via train. Lawmakers in both states are looking at revising that policy to add more money for managing issues resulting from increased oil-by-train activity.
