R. E. Kennedy, who heads the state engineering department of North Dakota, gave a detailed explanation of the report he recently made to the city commission, pertaining to his plans for Mouse river flood control, at a mass meeting held in the high school auditorium Tuesday evening.
“This Minot problem is of such magnitude that the state as a whole has a vital interest in it,” Mr. Kennedy stated.
