Murder Charges Filed Connected to Saturday Shooting in SE Minot

On Oct. 18 at approximately 3:04 p.m., the Minot Police Department was dispatched to a residence in the 10 block of 39th Avenue SE for reports of gunshots.

Officers located a male victim, Lance David Phillips, 38, of Minot, who was transported for injuries sustained in the shooting. Phillips was later pronounced deceased at the hospital.

At the scene, officers took a female suspect, identified as Racheal Kathryn Foster, 43, of Minot, into custody. Foster was initially arrested for Possession of Felony Drug Paraphernalia – Level C Felony. Following the investigation, which included interviews and evidence collection, Foster was charged today, Oct. 19, with Murder (Class AA Felony). She was transported to the Ward County Jail without further incident.

The incident remains under investigation.
