Downtown Casper’s business community sent a clear message this week: they want to keep investing in their core. Commercial property owners voted unanimously to renew the Downtown Development Authority’s special mill levy, a modest tax that fuels everything from daily amenities to events and façade improvements. The levy brings in about $200,000 a year and has never failed since the 1980s — a sign that downtown advocates see it as essential.
