Gov. Shafer welcomed North Dakota’s distinguished guest and spoke of the project to harness the Missouri river somewhere above Bismarck, with a dam, diverting the waters of the Missouri thru the central and eastern sections of the state, finally running into Devils lake, which has receded a foot each year for 35 years. The water from there would be carried eastward, furnishing irrigation for many farms, and providing hundreds of fine lakes. Diverting the water would save the flood disasters of the south that have cost property owners millions of dollars, and taken the toll of many lives.

Why We Chose It

Now, almost a 100 years later, with drought and water shortages beginning to grip the mountain West, we’re beginning to hear rumblings of these “diversions” again. There may be a pattern worth noting embedded in here. In the hard times, it’s the great big ideas that get media attention. But it may be the small, collective actions that matter more in the long run.
